KVAConsult was sub-contracted to FGU Consulting of Germany for this assignment, which proposed the institutional and financial arrangements for the Government of Samoa to develop and manage an industrial estate. The study was envisaged as a basis for a possible package of assistance (technical assistance grant and soft-term-loan) from ADB. The findings of the study led to the Government of Samoa and ADB deferring a decision to establish an industrial centre at Vaitele.

The project was initiated by the owners of the SMACK Feed mill who were interested in reviving their feed mill operations following extensive damage by the 1990 and 1991 cyclones. The project highlighted weaknesses in the financial management systems of the company which were compounded by the cyclone damage.
Services Provided:
The financial statements for SMACK were compiled by the Management Accountant before the rest of the team started their analysis of the financial and technical issues which led to the closure of the feed mill operations. The consultants were to assist the owners in negotiating with their creditors but this was not possible when the relations between the creditors and the owners deteriorated to a point where the only solution was a legal one. The consultants proceeded with preparing a restructuring plan to be activated if the creditors and the owners reached an agreement to revive the operations of the feed mill.

Project Description:
The project was prompted by the Western Samoan Government as part of its strategy to improve the competitiveness of the food processing industry. The feasibility study sought to identify how local food processing enterprises could access low cost tin-cans. Whilst the study highlighted that it was feasible to establish a can manufacturing plant in Samoa, the risks relating to the reliability of raw material supplies and the weak local demand for cans were deemed significant enough to warrant a cautious approach.
Services Provided:
Carried out survey of potential market for tin-cans in Western Samoa and neighbouring countries; based on the estimated demand for cans, plant and equipment was identified (in Taiwan) and raw material suppliers were identified (in Indonesia); prepared a set of recommendations on the optimum capital structure for a proposed can manufacturing plant.

Project Description:
The project was carried out as part of the Belgium Centre for the Development of Industry (CDI) response to the cyclone rehabilitation programmes in Western Samoa. The project also assisted in assessing the effectiveness of the relief measures for the industrial sector introduced by the Western Samoa Government. The 16 month time-lag between the 1991 Cyclone and carrying out the diagnostic survey created difficulties in designing an effective CDI technical assistance and training programme for the industrial sector. The situation was further compounded by the lack of financial support.
Services Provided:
Carried out a survey of the industrial sector through questionnaires and interviews to assess the extent of damage to individual enterprises following the 1990 and 1991 cyclones; based on the survey findings, determined the specific areas which could be addressed through the technical assistance and training programmes of CDI; prepared project proposals to enable private sector enterprises to formally apply for CDI assistance.

The South Pacific Project Facility (SPPF) had been set up by the International Finance Corporation to reach its Pacific Island Member Countries. Its focus was to assist the private sector in identifying commercially viable opportunities and arranging project equity and loan financing.
Services Provided:
Provided advice to the SPPF in the development of project preparation services for the private sector in Western Samoa. Assisted in coordinating with financial institutions in Western Samoa for funding of private sector projects. The global contract covering these services was renewed annually.
