KVA Consult was engaged to develop the new Foreign Employee Employment Permit (FEEP) Policy to align with Samoa’s evolving labour market needs and national development goals under the Pathway for the Development Samoa (PDS). In 2023, the Government of Samoa, through the PPIU, commissioned a review of the 2017 FEEP Policy to assess its effectiveness, alignment with national priorities, and international commitments. Based on the review’s findings, this assignment involves updating the policy and conducting a validation workshop to ensure stakeholder alignment and buy-in.

Submit Inception Report and Conduct Desk Review: Outline the work plan, analyze the 2023 FEEP review report, labour market data, legislation, and international best practices. Engage Stakeholders and Collect Data: Distribute online surveys, conduct consultations with the Samoa National Tripartite Forum (SNTF), key stakeholders, and individual interviews. Develop Draft FEEP Policy: Synthesize research and stakeholder inputs, integrate recommendations, and design implementation and monitoring frameworks. Validate Policy with Stakeholders: Present the draft policy in a validation workshop, gather feedback, and refine recommendations. Finalize and Submit Policy: Incorporate feedback, finalize the policy, prepare a summary for MCIL, and submit for endorsement.

Development of a Project Fiche for Tonga for the provision of medium- to long-term support projects to increase the level of export readiness and competitiveness of the Private Sector for the EU market

The private sector’s development is crucial for Tonga’s strategic goal of achieving a higher quality of life, but progress has been slow, with overall activity remaining low. Despite opportunities in the EU market, particularly for exotic products, Tonga’s export readiness is hampered by limited knowledge of EU market opportunities, standards, and entry requirements. To address this, the consultancy aims to provide technical assistance in formulating a Project Fiche for long-term support, and to develop export readiness and competitiveness indices to help the private sector capitalize on market access under the interim Economic Partnership Agreement (iEPA).

Conduct an Inception Phase meeting with the Project Manager and submit an Inception Report detailing project activities, timelines, and stakeholder alignment. Lead Stakeholder Engagement by finalizing key participants from government, private sector, and non-state actors, and disseminating an online questionnaire to gather inputs. Undertake Project Identification and Analysis using survey results to prioritise projects, outlining objectives, target groups, activities, timelines, results, indicators, and risks for the Project Summary Fiche. Prepare and submit Final Deliverables, including a detailed Project Fiche with financing plans and a logical framework, and a comprehensive Final Report for stakeholder validation and Ministry endorsement.

PACER Plus Skills Training Stocktake for Samoa

The objective of this assignment was to conduct a comprehensive stocktake of the training programmes at the labour-sending end, using Samoa as a case study. This will involve the stocktaking of available skills in the domestic market and those available for deployment under the labour mobility programmes, identifying skills gaps, and stocktaking available learning and training programmes that address these skills gaps, and highlighting key findings and recommendations to inform the Government of Samoa’s policies and decision-making around labour mobility.

Comprehensive Review and Analysis: Reviewed the APTC Samoa Skills Plan 2022 and related documents, analyzed existing literature, and mapped key stakeholders to understand the skills development and reintegration landscape in Samoa. Stakeholder Consultations and Data Collection: Conducted interviews with key informants and requested datasets from specific agencies to gather insights on current skills, training programs, and inclusiveness aspects like gender equality, disability, and social inclusion. Data Analysis and Reporting: Analyzed collected data to identify skills gaps and opportunities for training program enhancement, presented findings and actionable recommendations, and prepared a draft report for stakeholder review and validation.

Revitalisation efforts of the Pacific Islands Private Sector Organisation (PIPSO)

The assignment involves providing technical assistance to the Pacific Islands Private Sector Organisation (PIPSO), which was established to represent and advocate for the private sector’s interests in the Pacific Islands. PIPSO engages with governments, development partners, and other stakeholders on policies, regulations, and capacity building. The assignment aims to support the PIPSO board in managing the Secretariat, engaging with members, and interacting with partners, especially following the impacts of the COVID-19 pandemic. Funded by the Republic of Korea through the Pacific Islands Forum Secretariat, the assignment includes managing the Secretariat’s functions and ensuring effective communication and support.

Update the PIPSO membership database, reestablish the accounting system, manage member subscriptions, and ensure financial audits are conducted. Reboot the PIPSO website and social media platforms, reestablish regular communication with members, and strengthen the Private Sector Dialogue with key regional partners. Provide secretariat support to the PIPSO Board, assist in strengthening private sector representation and advocacy, complete financial reporting, and explore the establishment of a Pacific-Korea business network.

This center will bridge the skills gap in New Zealand while offering affordable services to consumers. Located near the National University of Samoa, it will provide learning and job opportunities for students, graduates, and professionals, fostering the growth of local accounting expertise and creating high-paying jobs. The project is supported by DFAT, which seeks to leverage private sector investment for development, with KVAConsult Ltd. responsible for financial oversight and reporting.

KVAConsult is responsible for delivering financial oversight and ensuring accountability in a project aimed at reducing unemployment in Samoa through the establishment of an outsourcing accounting center by WE Samoa. KVA’s primary tasks include receiving project funds from Palladium, disbursing them to WE Samoa, and providing comprehensive final project reports to DFAT. While currently focused on administrative support, KVA must ensure the secure and transparent management of project funds, aligning with the project’s values of social change and gender inclusivity.

Enhanced Integrated Framework Tier Two Proposal

Prior to Samoa’s WTO graduation from Least Developed Country status, the Government of Samoa wished to access funding to support the development of its languishing export sector. The goal of the project was to prepare a proposal (using the template in the Enhanced Integrated Framework Compendium) aimed at securing Aid for Trade funding. The project also increased the capacity of local counterparts in project proposal development and improved linkages between the Government of Samoa and donor partners with respect to developing trade, commerce and manufacturing.

The East Asia-Pacific Enterprise Survey Initiative was a World Bank Group programme that consolidated and standardised the Enterprise Surveys (formerly the Investment Climate Surveys). The goal was to implement a standardised method in surveying the manufacturing and service sectors in Papua New Guinea, Tonga, Fiji, Vanuatu, Samoa, and Micronesia.

Provided feedback from establishments on the state of the private sector in Samoa; provided statistically significant investment climate indicators comparable across countries; assessed the constraints to private sector growth and enterprise performance; built a panel of enterprise data that would make it possible to track changes in the business environment over time; stimulated systematic policy dialogue on the business environment and to help shape the agenda for reform.

The evaluation assessed the extent to which the objectives of the Pacific Financial Technical Assistance Centre (PFTAC) have been achieved and the outputs produced. It commented on the relevance of the TA and training provided, its effectiveness in addressing countries’ capacity constraints, as well as the efficiency with which the TA and training had been delivered.

KVAConsult Ltd was involved in the development of websites for each of the 14 Pacific Island Countries using the IPAWorks programme. Services included: assisting in installation and hosting of the IPAWorks websites for a two-year period; developing masthead graphics for the IPAWorks websites; assisting in selection of the set up of website addresses for the IPAs; offering routine technical support over the initial two-year period. Two training workshops, held in Suva and Apia, were conducted for IPAs on technical and content development of their sites.

The study on rules of origin provided an analysis of the level of Pacific trade with the EU, of existing issues relating to rules of origin market access to the EU market and of strategy options for Pacific states

KVAConsult Ltd provide overall guidance and coordination for the study, undertook consultations with Government officials and the private sector in the countries visited, analysed the findings and developed negotiating strategies on rules of origin for the negotiations. The findings from the study were presented at the Pacific Trade Experts Advisory Committee.

Small Island Developing States Needs in a Liberalised Agricultural Sector

The study examined SIDS’ trade vulnerabilities, marginalisation of preferences, effects of liberalisation on agriculture, and how SIDS’ specific needs could be addressed within international trade policies.

The study involved consultations with government officials (trade, finance and agriculture) in the three countries involved, regional organisations and private sector companies.

The ADB project in Samoa looked at providing support for the development of small businesses through a loan guarantee scheme. The objective of the scheme was to provide support for the development of small businesses from grassroots level.

Technical assistance in developing a manual of procedures for the operation of a Small Business Loan Guarantee Scheme to be administered by the Small Business Enterprise Centre (SBEC). Consultations with SBEC staff, the banks and small business clients provided an outline of the procedures to be put in place for the scheme. A workshop was also conducted to get a collaborative approach amongst all stakeholders on the best procedures.

The project assessed the economic and social situation of Samoan households in 2003 through a national survey and a Participatory Poverty Assessment (qualitative survey on hardship). It aimed to evaluate poverty levels, understand household challenges, and provide evidence to inform policy, strategy development, and national economic planning.

Established a Survey Advisory Committee (SAC) and briefed key partners on project objectives. Reviewed the 1997 Household Income and Expenditure Survey (HIES) and provided input to the design of HIES 2002, including methodology, questionnaire, and sampling. Under the direction of the governmental focal point for country preparations for the Third United Nations Conference on Least Developed Countries (LDC), and guidance from the Office of the Special Coordinator for Least Developed Countries in the UNCTAD Secretariat, prepared a national Programme of Action for the upcoming decade (2001-2010), in accordance with UNCTAD’s guidelines, for submission to the conference.

Evaluated the advantages that Samoa had derived from its LDC status in the 1990s, in the light of the Programme of Action for the LDCs for the 1990s and of the range of benefits theoretically granted to the LDCs category; formulated a development strategy for the upcoming decade, on the basis of details of financial needs relevant to the public sector investment programme, evaluation of those needs to provide a broad estimate of the assistance required by Samoa for implementing its Programme of Action.

Cultivating Financial Transparency in the Pacific Conference: Presentation

The project reviewed Samoa’s corporate sector legal framework, including state-owned enterprises, emerging trends, and the impact of government policies and public sector reforms. It assessed the adequacy of laws, their administration, and the capacity of private financial markets to apply best practices, providing recommendations for legal and administrative reforms.

KVAConsult provided an overview of the corporate sector in Samoa; an analysis of governance in the state-owned corporate sector; participated in consultative meetings with government officials, private sector representatives and representatives of professional bodies; participated in the National Consultative Meeting on Accountability Principles and the Corporate Regulatory Framework. Draft and final reports were submitted prior to the workshop. A further report incorporating working group and forum discussions was submitted following the workshop.

Programme of Action for LDCs for the 1990s: Mid-term Review

The project was to review the economic performance of the Pacific Least Developed Countries (LDCs) and overseas development assistance provided under the guidelines of the 1990s Programme of Action for LDCs. The economic report produced by the review formed the basis of discussions in the Global Review of the Programme of Action Conference in late 1995.

Coordinated the preparation of economic reviews of Kiribati, Solomon Islands, Tuvalu, Vanuatu and Western Samoa which involved researchers visiting those countries to consult with government officials and collect data. Both researchers assisted with the preparation and finalisation of the economic report. They also assisted with the editing of the economic report and attended the April 1995 ESCAP meetings in Thailand to present the economic report as part of the Asia-Pacific Programme of Action review.

The project, initiated by the New Zealand Government, supported the Western Samoa Trade and Commerce Department in promoting private sector development. The Small Business Enterprise Centre focused on training small business promoters and facilitating access to finance through a loan guarantee scheme, serving as a coordinated focal point for small enterprises.

Provided comprehensive advice on establishing a charitable trust to support the Small Business Enterprise Centre, including legal, administrative, and governance considerations. Designed an effective management structure for the Centre, defining roles, responsibilities, and reporting lines to ensure efficient operations. Advised on board composition and stakeholder engagement to facilitate coordination of activities and services for small businesses. Recommended processes for oversight, accountability, and decision-making, ensuring alignment with the Centre’s objectives. Supported planning for operational procedures, resource allocation, and coordination with government agencies and financial institutions, enabling the Centre to effectively train small business promoters and facilitate access to finance.

The evaluation assessed the technical assistance provided by ADB and UNDP to Bangladesh Shilpa Bank (BSB), Bangladesh Shilpa Rin Sangstha (BSRS) to upgrade the operational systems for loan restructuring and rehabilitation and to train local personnel in these development finance institutions. The purpose of the evaluation was to determine whether the freeze on assistance to BSB and BSRS could be lifted.

Reviewed past project documentation on financial sector reforms and assistance to the BSB and BSRS by the World Bank, Asian Development Bank and UNDP; coordinated the field-work which involved consultations with private financial institutions, the Bangladesh Bank, the Ministry of Finance and aid donors in Dhaka; prepared the evaluation report in UNDP format.
