Gender-based Analysis

The study examines gender lens investing (GLI) in Pacific Island Countries (PICs), developing a framework to help Pacific Trade Invest NZ enhance gender-conscious investment for inclusive economic growth. The scope encompasses analysing gender dynamics and investment impacts, identifying GLI opportunities, assessing gender-friendly policies, and providing recommendations for investing in women-led businesses.

KVA designed and conducted an online survey for stakeholders in the Pacific region, the result of which helped shape the study. KVA also conducted online consultations and a desktop review to produce the project’s key deliverables: the inception report, gender analysis report, and final report.

The Tautua Human Development for All program (Tautua) is an AUD40M investment over eight years (four years with an additional four-year option) that supports Samoa to unlock progress on critical social issues. The goal for Tautua is ‘improved health, education, gender equality and social incomes, and social harmony for all Samoans”. Its objective, in support of the broader goal, is ‘an enduring relationship between Samoa and Australia that supports Samoa to pursue its human development agenda in line with Samoa’s national priorities and interests’.

Worked as a key local partner to deliver the following: high-quality advisory inputs, and selected operational support including employment contracting and payroll services.

Financing for Gender Equality in the Pacific

The main objective of the project was to ascertain where money for gender equality was used in Pacific Island countries and territories (PICTs). The assignment included a summary analysis of the levels, trends and sources of funding for advancing gender equality in PICTs at the national and regional levels and recommendations for raising levels of financing for progressing gender equality in PICTs at national and regional levels.

Collected relevant documents and undertook consultations; reviewed documents and research; wrote draft report; incorporated feedback from client to generate final report.

Globalisation & Trade’s Impact on Pacific Women

Gender-based Analysis

Study analysed the implications of globalisation and trade on Pacific women taking into consideration the new trading agreements. The paper was presented at meetings held in Nadi Fiji in August 2004. The paper was also included in the Pacific Platform on Action for Women as an emerging issue for Pacific women to address.

Consultancy missions in Samoa and Fiji; desk research and analytical reporting on the trade agreements and the implications of these agreements for Pacific Island countries and territories; developed strategies for women for address these implications; made presentations to the 9th Triennial Women’s Meeting and the 2nd Ministerial Meeting of Pacific Ministers of Women’s Affairs.

The Board of Directors of the Samoa Water Authority is responsible for governance, oversight, and strategic leadership to ensure the organisation meets its mandated duties. Appointed by Cabinet, the Board establishes policy direction, approves corporate and financial plans, monitors performance, and ensures accountability in all operations. It supervises the Managing Director, who reports on service delivery, compliance, risk management, and resource use. By guiding priorities and ensuring alignment with national policies and legal requirements, the Board supports efficient, reliable, and sustainable management of water supply and wastewater services for communities across Samoa. The Board engages stakeholders to improve overall services.

The Chairperson leads the Board by presiding over meetings, setting agendas, and ensuring effective decision making. They provide strategic guidance, uphold governance responsibilities, and exercise a casting vote when required. The Chairperson ensures proper oversight of the Authority’s operations and supports accountability by supervising and engaging closely with the Managing Director.

Water for Life Sector Plan Review & Update

Assisted with the Water Sector review and update of the Water for Life Sector Plan 2008-2012. Key aspects of the review included an in-depth review of: the alignment of sector goals/ objectives; sector achievements/ failures including constraints; policies and legislation; sector stakeholders; clients or customers; performance measures; institutional arrangements and capacity; cross-cutting issues; and resource needs and availability.

The assignment was conducted in four phases: desk phase, field phase; synthesis phase; and the rewriting of the Water for Life Sector Plan.

Grassroots Human Security (water tanks): Project Management

The project involved construction of water tanks at the village of Gataivai in Savaii with the aim of assisting families and communities with water problems especially in remote areas of Samoa and those far from water supply lines.

Provided overall guidance and direction throughout the various stages of each project; assisted with report on preparatory survey; undertook consultations with Embassy of Japan, JICA and beneficiaries; assisted with monthly report and completion report to Embassy of Japan and JICA; managed and monitored project funds; organised grant contract signing ceremony; liaised between suppliers and beneficiaries; monitored material order and supply; conducted site visits to monitor and to report project progress; assisted in consultations between project beneficiaries and building contractors.

Urban Planning & Management Strategy Implementation

Design and implementation of awareness and public education programme for the drainage and sanitation project.

In cooperation with a waste water management specialist assisted SWA in development and implementation of public consultations and awareness programmes regarding the waste water and sanitation aspects of the project and the need for tariffs; assisted SWA in organising workshops with key stakeholders; produced informational material in Samoan and English for print and broadcast media; prepared a report to ADB on the consultation process and included recommendations for a long term community awareness and public relations programme.

Asset Maintenance Procedure Training

Design and delivery of a training programme on the introduction of new procedures for asset maintenance management at the Samoa Water Authority (SWA) to ensure authority employees understand different maintenance activities.

Designed two training programmes for the Samoa Water Authority Institutional Strengthening Project (SWA-ISP), focusing on new procedures for maintenance and management of SWA assets and the receipt and actioning of customer complaints. Facilitated delivery through six one-day workshops for Operations, Asset Management, and Customer Service employees. Conducted evaluations at the conclusion of each session to assess skills transfer and training effectiveness. One month post-training, carried out a follow-up evaluation to measure retention, application of skills, and overall impact. Findings informed adjustments to training methods and content, ensuring continuous improvement and enhanced capacity of SWA staff in asset management and customer service functions.

Apia Sewage Treatment Plant Project: Feasibility Study

The project was part of the technical and financial feasibility study on the proposed sewage treatment plant required by Kreditanstalt fuer Wiederaufbau (KFW Germany). To secure funding by Germany, New Zealand and the Saudi Development Fund, the feasibility study needed to establish commitment by the Western Samoan Government for cost recovery and the feasibility of the technical design of the plant.

Provided technical and financial analysis services for the feasibility study of the proposed sewage treatment plant, assessing cost recovery options, evaluating the technical design’s viability, and supporting the Government of Samoa in meeting funding requirements from KfW Germany, New Zealand, and the Saudi Development Fund.

Energy Finance Consultant

This consultancy project aims to assess and enhance the energy finance landscape across Samoa, Tokelau, the Cook Islands, and Niue, with a focus on renewable energy, energy access, and energy efficiency. The consultant will support the design and development of an Energy Innovation Accelerator, promoting SME participation and public-private partnerships through blended finance strategies. Key deliverables include stakeholder engagement planning, identification of climate and sustainable finance mechanisms, and the preparation of a concept note for international funding. The project also requires the development of a monitoring framework and regular reporting to ensure effective implementation and scaling of energy finance solutions.

Prepare an Inception Report outlining objectives, methodology, key activities, timelines, stakeholder engagement, and initial findings on the energy finance landscape in Samoa, Tokelau, Cook Islands, and Niue, for review and approval by UNDP Pacific. Conduct an Assessment and Analysis of the energy finance landscape, including stakeholder mapping, clean energy investment opportunities, blended finance mechanisms, renewable energy business models, SME participation, and PPP prospects. Develop Policy and Framework Recommendations for a regional Energy Accelerator Framework to scale energy finance and innovation through operational strategies, priority sectors, investor engagement, and SME support tools such as de-risking instruments and performance-based grants.

Costings of RPR Outsourcing of Technical Functions

Private Power Generation Proposal: Assessment

Assessed how a private power generation proposal would support EPC’s corporate mission and vision and whether it would serve EPC’s future needs to ensure the supply of adequate and reliable electric energy to the national market. The proposal was also assessed to determine whether it was cost effective, or whether it would be better for EPC to fund the acquisition of additional, and maintenance of existing capacity directly.

Identified the project’s economic and financial benefits (and disadvantages) for EPC; examined the project’s economic and financial impact on EPC consumers; determined whether the project adequately took into account EPC’s priorities of affordable prices and reliable supply of electricity; identified where gaps in the proposal existed; compared the cost of the private power generation proposal with other alternatives available.

Rural Electrification Programme: Post-Project Monitoring

The evaluation was undertaken to monitor the condition of equipment transferred to Samoa by Japan under the rural electrification programme, to assess the maintenance operations on the facilities and equipment, and the impact of rural electrification. The project was also intended to assist JICA in identifying areas where further assistance was needed, or replacement parts were necessary.

Coordinated the work-plan; carried out the field-work which included interviews and photographic records; collated and analysed the feedback; drafted the evaluation report and made the presentation to JICA officials.

The main purpose of the market study was to set a strategy for marketing solar/diesel powered generators in the Pacific region.

Carried out country economic reviews and assessed the constraints and opportunities in the energy sectors to determine the market potential of solar/diesel powered generators. The country economic reviews assessed the external accounts of the individual countries and the purchasing power of the local markets. The detailed analysis of the energy sectors involved compilation of statistics and evaluation of the operations of power utilities in adopting new technologies.
