The objectives of the review were to assess the relevance of the Forum Fisheries Agency’s (FFA) objectives, programmes and activities to member countries in the region; the efficiency of FFA’s operations; and the effectiveness in achieving FFA’s objective of sustainable management of the region’s highly migratory fish stocks. The review also considered the extent to which FFA’s objectives and programmes were aligned with aid donors’ objectives with respect to the region’s fish stocks.

Conducted a survey of stakeholders to gauge views on FFA’s performance and alignment of activities to members’ needs and donor objectives.

Asau Port & Albacore Rehabilitation Study

Carried out a feasibility study and assessed technical and financial viability (including a cost-benefit analysis) of the development of Asau Port in Savaii as a tuna fishing port, taking into consideration the status of the Asau wharf, supply of power and water, infrastructure, land issues and other constraints. The second part of the study was to evaluate the possible rehabilitation of Albacore Company and the albacore longliner, make recommendations regarding a refit, financing and operational costs, identify possible sources of financing and prepare funding proposals.

Undertook consultations with the Samoa Ports Authority, commercial fisheries operators and associations; undertook site visits; evaluated the wharf, the availability of utilities, infrastructure requirements; prepared cold storage cost-benefit analysis; prepared a general financial analysis; wrote feasibility study of Asau port developments; evaluated the status and condition of the Albacore Company and the albacore longliner; conducted consultations with Albacore financiers and other stakeholders.

Institutional Arrangements for Samoan Fisheries Division: Review

Review & Development of Public Administration Sector Plan

The broad purpose of the assignment was to review the Public Administration Sector Plan (PASP) 2007-2011 and to provide technical assistance and advice to the Public Service Performance Sector and Planning Division in formulating a new PASP for the following five year period.

Prepared an Inception Report outlining a detailed work plan for reviewing the PASP 2007–2011 and formulating a new PASP, including a risk management strategy, communication plan, and consultation plan. Delivered a Draft Report presenting preliminary findings and recommendations, followed by a Final Report addressing the review objectives, scope, and key recommendations to guide the development of the new PASP, including an outline for its structure. Submitted an Assignment Completion Report to the PASP Steering Committee verifying progress and addressing the extent to which the review objectives and recommendations were achieved and integrated into the forthcoming PASP framework.

Development of a Sustainable Financing Strategy

Assisted the Sub-committee of the Secretariat of the Pacific Community’s (SPC) Committee of Representatives of Governments and Administrations determine a sustainable financing strategy for SPC; facilitated consultations with member countries on what the core functions and services of SPC are and should be.

Provided key information on costs associated with delivery of core functions and services, how they should be funded, how funding gaps might be financed; the most viable financing strategy and mix, how the proposed financing strategy should be implemented, how member priority services should be addressed and financed. In addressing the key questions, careful consideration was taken on the impact of the regional institutional reforms.

KVAConsult was a core part of the review team that assessed the governance, operational, budgetary and financial arrangements of the PIDC. Consultations were undertaken with stakeholders from throughout the Pacific region including member countries and key donors.

Review

Review of the Pacific Islands Centre in Tokyo was to evaluate the effectiveness of the role and functions of the Centre. The review of the Pacific Islands Forum Trade Office (PIFTO) Beijing was to evaluate the effectiveness of the role and functions of PIFTO in their initiatives and efforts in harnessing improved levels of trade, investment and tourism benefits from China.

Coordinated the team and consolidated inputs for consultations and reporting. Regarding the Pacific Islands Centre, assessed whether the work programme addressed regional needs, aligned with the Pacific Plan and Okinawa Initiatives, and whether funding was adequate to support effective delivery, providing recommendations for improvement. For PIFTO, evaluated its ongoing relevance and functions for FICs, examined the relationship between the Government of the People’s Republic of China and PIFS, and identified areas for strengthening operational effectiveness. The exercise aimed to enhance programme responsiveness, strategic alignment, and impact, ensuring both the Centre and PIFTO could effectively support regional priorities.

The Regional Institutional Framework II followed on from two earlier reviews undertaken, the more recent of which was undertaken in the latter part of 2006, for the amalgamation of operational management of regional agencies.

Assisted in the examination of issues raised by the proposed amalgamation of existing regional agencies; undertook a cost-benefit analysis and assessed the financial implications; reviewed cost structures of regional agencies, programmes, budgets, corporate and strategic plans; considered cost savings, efficiencies, service delivery; undertook consultations with all relevant stakeholders.

Strengthening SOE Corporate Governance: Institute of Directors

Transport and Infrastructure Sector Reform Strengthening

KVAConsult Ltd was contracted through PacificConsult for this assignment, which was also known as the Infrastructure Asset Management Programme (IAMP). Provided a restructuring strategy and implementation plan for the Ministry of Transport & Infrastructure (MTI) including the setting up of a Land Transport Authority (LTA); strengthened the financial provision for roads and road user cost recovery charges; developed a human resources and training plan; drafted the relevant legislation; developed an asset management system for Samoa Airport Authority.

For LTA, defined management functions and responsibilities and developed job descriptions for key supervisory positions. Established salary scales based on comparative reviews of private and government sector remuneration. Assessed staff training and recruitment needs and developed a comprehensive recruitment and training plan. Determined financing, equipment, transport, and HR requirements. Prepared recruitment advertisements, assisted in candidate evaluation, and participated in interviews for short-listed applicants. Assessed future human resource requirements for MWTI and LTA, developed a strategy to ensure resource availability, and identified human resource gaps and capacity-building needs to support organisational effectiveness and long-term operational sustainability.

Before presenting the final report to SPC, initial findings were shared with the Committee of Representatives of Governments and Administrations in Noumea, allowing regional feedback.

The purpose of the study was to review the position description, recruitment process and remuneration relativity of the Secretary-General of the Pacific Island Forum Secretariat and to propose alternative appointment options for consideration by the Forum. The appointment process included an appraisal of the essential duties and responsibilities, advertising, selection, shortlisting and negotiation of appropriate remuneration and benefits for the successful candidate.

Undertook desk review; conducted consultations with Forum officials and Suva based regional organisations, as well as Apia organisations; wrote draft and final reports; presented final report.

The stock-take sought inputs from all member countries, to demonstrate to members a methodology for assessing policy implementation

Coordinated and managed the collection of relevant information from 14 member countries, donors, technical assistance organisations (via questionnaire and country visits); cross-checked, analysed and incorporated the information into a draft report for the Secretariat and completed the final report; facilitated a policy assessment workshop for members and FEMM observers; presented the findings to the Economic Ministers at FEMM in July 2002.

The project reviewed SPREP administration and operations following the introduction of accrual-based outcome and output budgeting by AusAID and other Australian agencies in 1999. It aimed to establish a Performance Information Framework, enabling annual assessments of SPREP and other regional organisations against quality criteria to support reporting requirements.

Assisted the Team Leader in developing and administering a questionnaire to SPREP counterparts in partner countries, analysing findings for inclusion in the draft report. Contributed at briefings in Canberra with AusAID, DFAT, Environment Australia, and ANU staff regarding Australia’s relationship with and assistance to SPREP. Consulted with SPREP to obtain and analyse information on internal processes. Assisted in preparing an aide-mémoire summarising major review findings, drafted sections of the review report addressing institutional aspects, and supported the preparation of the final report. These services ensured accurate data collection, comprehensive analysis, and clear communication of review outcomes.

Accountability Principles & Corporate Regulatory Framework: Consultative Forums

Two UNDP consultative forums were held in November 1999: the National Consultative Meeting on Accountability Principles and the Corporate Regulatory
Framework which involved private sector representatives and senior government officials, and the Parliamentary Forum on Forum Economic Ministers Meeting (FEMM) Accountability Principles which was held for members of the Legislative Assembly.

All documentation required for these forums was prepared by our firm. Draft reports of the stock-take and review of corporate regulatory framework prepared under the above-mentioned assignments were submitted prior to the two forums, with the final report presented following discussions at the two meetings.

Best Practice For Public Accountability: Stock-take

An Action Plan which included a section on eight principles of public accountability was endorsed at the 1997 Forum Economic Ministers Meeting (FEMM). From this a stock-take questionnaire was developed to assist Forum member countries in assessing their national capacities and the institutional strengths of respective institutions, rules andregulations, procedures and processes. The stock-take aimed at assisting member countries prioritise areas of technical assistance which they might need to implement the eight principles across the whole governance body.

The objective of this project was to complete the stock-take questionnaire and to present the main findings to a National Workshop on 24-25 November 1999 and at a Parliamentary Consultative Forum on 26 November 1999.

Localisation Strategies for Provision of Legal Services: Review

The study provided a basis for extending AusAID support for the Australian Staffing Assistance Scheme (ASAS) legal officer until the local appointment of a permanent legal officer for the Development Bank was made.

Reviewed the demand for legal services within the Development Bank and the institutional implications. A number of options were identified for the provision of legal services following the completion of the term of an Australian Staffing Assistance Scheme-funded legal officer in 1998. A strategy was prepared to facilitate the phasing out of the ASAS officer and the appointment of a permanent legal officer for the Development Bank.

Western Samoa Public Works Institutional Strengthening Study

The project was initiated by the World Bank and the Government of Western Samoa because of concerns about the capacity of the Public Works Department (PWD) to manage sizeable investments in infrastructural projects in the early 1990s. The project was a blue-print for reforming PWD to allow it to become independent of Treasury Department and Public Service Commission controls (which had previously hampered its ability to manage its core activities effectively).

Analysed PWD functions that needed to be strengthened; examined activities undertaken by PWD but considered non-core, to determine whether they could be out-sourced to the private sector; prepared an action plan for reform.
