The project is implemented on behalf of the Food and Agriculture Organization (FAO) of the United Nations.
Services Provided:
Participate in GeoPoll and FAO led training for survey operators. Translate survey and variations thereof into the Samoan language. Undertake pilot interviews. Implement survey interview calls to 1,001 agricultural households and 200 non-agricultural households to collect data. Undertake call-backs to collect additional data as required by FAO. Provide regular updates to the client as needed including troubleshooting issues.

Assisted the Ministry of Agriculture and Fisheries (MAF) to develop a sector plan with a focus on identifying the sector stakeholders, the sector goals and the prioritised sector needs; based on feedback from stakeholders, developed draft performance indicators that were reflective of the sector goals and objectives; collated relevant existing reports, studies and findings, including the Fruit and Vegetables Sector Strategy and work on crops and livestock through the World Bank initiative; identified and made recommendations on additional technical expertise required by the sector to complete.

Identified and coordinated stakeholder consultations and meeting schedules; reviewed the sector plan framework to ensure consistency with sector planning guidelines; and prepared a detailed work plan. Conducted consultations between MAF and key stakeholders, including interviews, and provided on-the-job training to counterpart staff to strengthen their capacity in drafting the Sector Plan. Organised and facilitated initial and final validation workshops, and drafted Terms of Reference for the Agriculture Steering Committee. The Roundtable meeting, an annual meeting co-funded by FAO, the Commonwealth Secretariat and the New Zealand Government , provided an update to agriculture, trade and fisheries senior officials on the status of WTO agreements, the state of play of the negotiations. It also permitted discussion of major issues relating to market access for agricultural products to international markets and possible options to address such issues at the regional level. The development of the Draft Agenda for the meeting and coordination of the meeting itself was contracted to KVAConsult Ltd.
Services Provided:
Developed the draft agenda for the meeting; made presentations on the findings of the study on the implications for the food, agriculture, forestry and fisheries sectors of Pacific Island countries of WTO membership; special and differential treatment for Pacific Island countries in the context of regional and multi-lateral trade arrangements; fisheries trade in Pacific Island countries and the summary of issues relating to trade in agriculture for smaller island states. A draft outcomes summary, evaluation statement of the meeting and a summary to prepare the Pacific Island countries for the Cancun meeting were also written.

The FAO was developing country policy profiles for all its members to provide an outline of the policies in the areas of food security, agriculture, forestry and fisheries development. The status of implementation of these policies and the institutional administration as well as donor mobilisation was included in the profiles. The profiles for Samoa, Cook Islands, Niue and Kiribati were drafted by KVAConsult Ltd.
Services Provided:
KVAConsult Ltd, starting with information already collected from the selected countries, drafted the policy profiles for Samoa, Cook Island, Niue and Kiribati using the guidelines provided by FAO. Consultations with relevant officials from each country provided supplementary information on the policies which was incorporated into the profiles.

Co-facilitated two workshops and held consultations with the Minister and Assistant Chief Executive Officers. Drafted and edited the final report, including a financial plan and budget, and developed the organisational structure and staffing proposal with an accompanying chart. The main purpose of the study was to evaluate various hospital projects with a view to improving planning and management and effectiveness of similar projects in the future. The projects evaluated were the 1993 project for the Reconstruction of the Malietoa Tanumafili II Hospital at Tuasivi and the 1984 Project for the Reconstruction of Rural Hospitals at Sataua & Leulumoega.
Services Provided:
The assignment was undertaken in three phases: a desk review of existing documents on the projects; field research which included interviews to complete a standard questionnaire and create a photographic record of the status of the projects; data analysis and report writing. The International Finance Corporation, through the South Pacific Project Facility (SPPF), approved technical assistance towards commissioning of a private hospital to gain Quality Assurance Certification. The two-year project involved setting up financial systems, development of the necessary manuals, provision of quality assurance training and development of quality assurance programmes.
Services Provided:
Three consultants were sub-contracted to undertake the actual commissioning work, with the office of KVAConsult contracted to manage the project. This involved developing contracts and liaising between SPPF and the hospital to develop Terms of Reference for the project; acting as the contracting agency for individual sub-contractors; administering approval of payments, preparing cost reimbursements and facilitating payments of sub-contractors; and providing other support services as required.

A 624million Yen grant had been used to reconstruct Tuasivi Hospital in Savaii after it was destroyed by Cyclone Ofa in 1990. The post-project monitoring was an integral part of management of the Japanese aid programme.

Assessed the impact of the project compared to its agreed objectives. This involved a review of documentation and consultations with the Health Department officials and a sample of the clients in Tuasivi.
