It should also include an analytical framework and detailed roles for team members. Oversee the review of the draft report produced by the team leader, ensuring it has a clear executive summary, well-framed conclusions, and actionable recommendations. After incorporating feedback and amendments, provide quality assurance for the final report, ensuring it meets DFAT’s publication standards and requirements.

Rural Community Income Generation Opportunities

The objective of the project was to assess and analyse the current income generation situation in rural areas and identify the constraints and issues for community development and income generation. The project also involved making recommendations on the possibility of assistance for agriculture, fisheries and tourism at grassroots level, and recommendations for future planning of community development and volunteer dispatching.

Reviewed existing research and past projects to inform community development planning. Selected potential target villages and conducted surveys on social structures, organisations, income resources, and income-generation activities. Assessed local infrastructure, education, public health facilities, natural resource conditions, and disaster management capacity. Collected policy and planning information from government ministries to ensure alignment with national priorities. Analysed issues affecting socio-economic development, including opportunities for improving industrial technology and skills. Held discussions with community members and stakeholders to validate findings and gather local perspectives. Synthesised information into actionable recommendations to guide interventions aimed at enhancing livelihoods, community resilience, and sustainable development outcomes in target villages.

The Rural Activation Project, appraised in 1992 and approved in 1993, aimed to rehabilitate agricultural and horticulture centres, village schools, and staff facilities; provide pilot credit through small loans at 6% interest; and establish institutional capacity for monitoring and evaluation to support sustainable rural development in disadvantaged communities.

Undertook six UNDDSMS-funded supervision missions between 1994 and 1996 to support the Rural Activation Project. Each mission focused on identifying critical issues across the project’s main components, including agricultural rehabilitation, village school reconstruction, and pilot credit schemes. Provided detailed recommendations to improve monitoring and evaluation systems, enhancing the Government of Samoa’s capacity to track progress and assess outcomes. Identified areas where the Government had yet to comply with IFAD loan terms and conditions, offering practical guidance to address gaps. These services ensured the project adhered to international funding requirements, strengthened institutional oversight, and promoted effective, sustainable implementation of rural development initiatives.

PCCC-Project for Innovative Solutions for Pacific Climate Change Resilience on Public-Private Collaboration and Project Management.

The PCCC-ISPCCR training programme is a four-week blended learning initiative running from 1 to 26 September 2025, combining self-paced e-learning modules with in-person sessions in Apia. The programme aims to strengthen the practical capacity of government and private sector stakeholders from the Pacific region in climate project management, including project planning, budgeting, and monitoring and evaluation frameworks, whilst deepening understanding of public-private collaboration as a mechanism for climate adaptation and mitigation. KVA Consult will deliver three core modules covering climate project management, public-private collaboration models specific to Pacific contexts, and the role of climate projects for both public and private sectors, incorporating real case studies and group exercises. The expected outcome is enhanced collaborative capability amongst participants to design and implement climate-resilient projects that address regional climate challenges.

Develop and deliver three specialist modules: Climate Project Management (covering project cycles, budgeting, risk analysis, and MEL frameworks); Public-Private Collaboration in Climate Action (PPC vs. PPP models, policy frameworks, regional case studies, and co-design exercises); and Climate Projects for Public and Private Sectors (business case development, shared value models, and climate finance pathways). Research, policy and planning for transport decarbonisation and e-mobility in Samoa (CAP-IT Project)

This assignment focuses on the Climate Action Pathways for Island Transport (CAP-IT) project in Samoa, aimed at rapidly decarbonizing the land and maritime transport sectors to meet the country’s 2030 greenhouse gas (GHG) reduction targets. Despite Samoa’s small contribution to global emissions, decarbonizing its fossil fuel-dependent transport sector is crucial. Funded by the Government of Japan, the project seeks to accelerate the adoption of electric vehicles and low-carbon outboard motors, enhance governance, and create a supportive environment for sustainable transport, with a focus on gender sensitivity and inclusivity.

Develop a comprehensive assessment and strategy for Samoa’s transport sector, including legislative frameworks, energy efficiency reviews, a gender-responsive decarbonisation strategy, and a 5-year sustainable land use and mobility plan. Conduct a feasibility study on financial mechanisms to support and sustain the transition to low-carbon transport, including cost-benefit analysis and recommendations. across the sector; the development of detailed operational guidelines for the grant finance and concessional finance (which consisted of adapting existing guidelines under the Tsunami Tourism Recovery Programme and developing eligibility criteria for funding and operations for the grant and concessional funding windows); and completion of the Final Assessment Report and Guidelines presented to the Tourism Sector Committee.

The evaluation report recommended a partial use of the 1990 Stabex Fund for this purpose.

Coordinated the review of the effectiveness and relevance of the Western Samoan government investment programme against the Lome IV Convention and the Framework of Mutual Obligation. Each project in the investment programme was analysed and recommendations were made on how the 1990 Stabex Funds could be utilised.

Prioritising Funding for Cyclone Val Rehabilitation Projects

The project was an extension of the report compiled by the World Bank immediately after Cyclone Val in 1991. ADB wanted to identify Government’s medium-term funding priorities taking into account cyclone rehabilitation requirements. Because heads of departments and corporations took the lead in reviewing priorities and setting funding plans, the project was able to maximise sustainability of the programming process. The report was used in subsequent negotiations for grants and soft-term loans to fund cyclone rehabilitation projects.

Engaged with relevant Government departments and corporations to review and develop sector strategies and investment plans to incorporate cyclone rehabilitation requirements of WS$713 million; coordinated the organisation of a meeting of donors in Apia in July 1992 to identify how the Seventh Development Plan’s revised public sector investment programme could be funded.
